Proposition 4 and the FY 2027 clock
Current as of 30 August 2026
Texas voters approved Proposition 4 on 4 November 2025: one billion dollars a year for twenty years from existing sales tax revenue, plus a 2.5 billion dollar one-time deposit, running through 2047. At least half of each annual allocation goes to the New Water Supply for Texas Fund.
Money at that scale does not reward the project that starts assembling a file when the application window opens. It rewards the project that already has one.
Who does what
We scope, procure, coordinate and manage. Engineering design and sealed drawings are performed by registered engineering firms, and we name them on every project. District financial work is performed on the development side. It is not advice to a municipal entity regarding the issuance of municipal securities, and it is not a substitute for a registered municipal advisor, bond counsel or district counsel.
