The constraint everyone underestimates

Every additional point of recovery concentrates the reject stream further and makes it harder to place. Texas is unusually well equipped for this: the state holds the largest concentration of injection wells in the country, and TCEQ maintains a Class I UIC general permit specifically covering non-hazardous desalination brine and drinking water treatment residuals.
Knowing that route exists is not the same as having one. We treat the concentrate destination as the first design input, because it sets recovery, which sets plant size, which sets everything else.
Who does what
We scope, procure, coordinate and manage. Engineering design and sealed drawings are performed by registered engineering firms, and we name them on every project. District financial work is performed on the development side. It is not advice to a municipal entity regarding the issuance of municipal securities, and it is not a substitute for a registered municipal advisor, bond counsel or district counsel.
