The last link decides the first one.
Where the residuals go sets the treatment recovery. Recovery sets plant size. Plant size sets cost. Cost sets the lot count that has to carry it, and the lot count sets whether the tract works at all.
Run it the other direction, which is how most projects are run, and disposal becomes the thing you discover after the plant is designed. That is the expensive version. We decide the disposal route before we price the collection system.
Land development
Most tracts do not fail on engineering. They fail on sequence: a plat that arrives before the district exists, a drainage assumption that does not survive review, a utility commitment nobody actually secured.
Water district financial and planning
The layer that runs underneath everything else. Infrastructure gets built once. The district that pays for it has to work for thirty years, and the assumptions that make that true are set at the beginning.
Wet utilities
Water distribution, wastewater collection, lift stations and drainage. The part of the project that is invisible the day it is finished and decides everything for the thirty years after.
Water processing and reclamation
Treatment, reuse under TCEQ Chapter 210, and alternative supply where groundwater is capped. When the aquifer stops being an answer, this is the next one.
Desalination
Inland desalination is rarely limited by membranes. It is limited by what you do with the brine, and that is a land, permitting and disposal problem, not a treatment problem.
Waste recovery
Everything a treatment system removes from water has to go somewhere. Some of it is worth money. Most of the cost is in deciding which is which, early.
Waste pumping
Hauling, receiving stations, lift station service, transporter registration and manifesting. The unglamorous link that quietly decides whether the rest of the chain runs.
Re-injection wells
Class I, II and V UIC disposal, including desalination concentrate. The end of the chain, and the input that should have been decided first.
The problem
Six vendors, and nobody owns the seams.
An engineer, district counsel, a finance advisor, a utility contractor, an operator and a disposal hauler. Every one of them is good at their piece, and every one of them stops at the edge of it. The plat arrives before the district exists. The plant gets sized before anyone asks where the residuals go. The reimbursement file is assembled from records nobody kept.
Each of those firms is doing its job properly. The gap is not competence, it is that nobody is answerable for the handover. We work alongside them and carry the sequence.
