Most tracts do not fail on engineering. They fail on sequence: a plat that arrives before the district exists, a drainage assumption that does not survive review, a utility commitment nobody actually secured.

- Service availability, drainage, floodplain, groundwater constraints, and what the tract can actually carry.

- County development regulations, preliminary and final plat, variances, and the review cycles that eat months.
- District strategy and sequencing
- Which vehicle, when to start it, and how it interlocks with plat and construction.

- County drainage criteria, mitigation, and the downstream questions that get asked late.

- How many lots you can deliver, in what order, against utility capacity rather than against a spreadsheet.

- Selecting and managing the licensed design and construction professionals, and holding them to the schedule.
Where it gets hard

In Montgomery County, groundwater is the constraint people discover last. Large-volume users have been reducing withdrawal since 2016, and the San Jacinto River Authority's surface water conversion programme has been re-evaluated for design basis and cost. A tract that pencils on a groundwater assumption can stop pencilling when the alternative-supply cost lands.
The second one is drainage. County criteria are not negotiable late, and detention that was sized against an optimistic runoff assumption comes back as lost lots. Both of these are cheap questions early and expensive questions after preliminary plat.
Who does what
We scope, procure, coordinate and manage. Engineering design and sealed drawings are performed by registered engineering firms, and we name them on every project. District financial work is performed on the development side. It is not advice to a municipal entity regarding the issuance of municipal securities, and it is not a substitute for a registered municipal advisor, bond counsel or district counsel.
